If you ask me, the line in Beck's ("Don't tease the panther") book sounds supportive of the notion that a man is not responsible for his actions should he be sexually provoked.
Pretty much, yeah. "If I rape you, it's your fault!" It comes as no surprise to find Beck (or Blecch, as Mad magazine might aptly put it) expressing such an idea.
