On November 7, 1897,
Kramer Associates President Diego Cortez y Catalán sent his private secretary,
Russell Smith, to meet with
Alberto Puente, the
Governor of
California. The object of the meeting was to work out a way for Puente to provoke a war between the
United States of Mexico and the
Russian Empire, allowing K.A. to seize
Alaska and take control of the Yukon gold fields.
